France: Publication of the decree setting out the multiannual energy plan for 2026-2035

The Multiannual Energy Programme, which sets out the priorities of the public authorities in managing forms of energy in mainland France over the period 2026-2035, was established by decree on 12/02/2026 and published in the Official Journal on 13/02/2026.

"Our energy model is now reaching its limits. Fossil fuels account for 60% of our energy mix", states the roadmap. "The aim is to consume only 40% by 2030" and to achieve carbon neutrality by 2050, in particular by "reducing energy consumption and accelerating the production of low-carbon energy".

In particular, the decree stipulates that until 31/12/2028, the rate at which public support is allocated will not exceed:
• two calls for tender per year, for a total of 925 MW per period, for onshore wind power;
• two calls for tender per year, for a total of 1 GW per period, for ground-based photovoltaic solar power, and three calls for tender per year, for a total of 300 MW per period, for PV on buildings.
