"We need to review the operation of the EU regulation (1107/2009) on the placing of plant protection products on the market, as we are in a context of geopolitical instability at global level, with the imperative to regain food sovereignty in Europe, while, at the same time, global warming is disrupting the behaviour and the number of bio-aggressors", says Philippe Michel, Secretary General of Phyteis, a French trade association of 18 companies supplying plant protection products for agricultural use, on 12/02/2026.

The Omnibus 'Food and feed safety' package, published by the European Commission on 16/12/2025, aims to simplify ten European regulations established since 2001, including Regulation 1107/2009, which establishes the market launch of plant protection products in the EU. "We have a great deal of feedback on this regulation, with several findings: no new active substances approved at the Union level, a loss of 89 active substances, and, as a result, a toolbox that is becoming dangerously empty", says Philippe Michel.
