OJEU: publication of a framework to measure the sustainability of net-zero technologies manufacturing

The European Commission published the framework to measure net-zero technologies manufacturing under the Net-Zero Industry Act on 07/01/2026. Although not legally binding, the guidance provides eligibility criteria and marking systems to assess the sustainability of net-zero technology final products, and some illustrative examples. This aims, under Article 28 of the NZIA, to help public authorities set out new schemes or update existing schemes to promote the purchase of net-zero technology final products with a high sustainability and resilience contribution.

This guidance is relevant to assess and mark net-zero technologies involved in the manufacturing processes of:
• solar PV systems,
• solar thermal systems,
• batteries,
• heat pumps,
• EV supply equipment,
• electric propulsion systems for transport (road and off-road).

The assessment of whether a net-zero technology final product is sustainable and resilient is based on at least one of three criteria, including environmental sustainability, contribution to innovation, and contribution to the energy system integration, as well…
