FR / Hydrogen: publication of the specifications of the first national call for tenders

The French Ministry of the Economy, Finance and Industrial, Energy and Digital Sovereignty published the specifications for the first call for tenders to select facilities eligible for a support scheme for the production of renewable or low-carbon hydrogen by water electrolysis on 29/12/2025.

The call for tenders is steered by the Directorate-General for Energy and Climate and operated by the public agency Ademe on behalf of the State. It forms part of the National Hydrogen Strategy, updated in 04/2025. Its objective is to bring around 1 GW of electrolysis-based hydrogen production capacity into operation in France for industrial uses, excluding refining.

The scheme provides support proportional to hydrogen volumes produced, with the aim of making low-carbon hydrogen competitive with fossil-based hydrogen. Ten candidates were shortlisted after a selection phase launched at the end of 2024. They took part in a competitive dialogue to define the specifications of the public support scheme, taking into account market conditions and the technical and economic needs of manufacturers…
