FuelEU Maritime: French implementation of European regulation clarified by decree (Journal Officiel)

The national framework for implementing Regulation (EU) 2023/1805, which aims to promote the use of renewable and low-carbon fuels in maritime transport and constitutes the legal instrument of the "FuelEU Maritime" initiative, has been specified by the decree of 26/12 and published in the French Official Journal on 28/12/2025.

This text, signed by the French Prime Minister Sébastien Lecornu, the Minister for Ecological Transition Monique Barbut, the Minister for Overseas France Naïma Moutchou and the Minister for Transport Philippe Tabarot, entrusts the Minister for the Sea, Catherine Chabaud, currently in office as Minister Delegate for the Sea and Fisheries, with responsibility for enforcing the obligations on shipping companies. She will supervise the application of European rules and may, if necessary, specify certain technical conditions by decree, particularly for the ports and shipping routes concerned.
