EU: Publication of four regulations implementing the Carbon Border Adjustment Mechanism (OJEU)

Four regulations on CBAM implementation have been published in the Official Journal of the European Union on 22/12/2025, following the Commission's announcements on the modifications to CBAM rules on 17/12/2025.

The first implementing regulation (2025/2548) concerns the calculation and publication of the prices of CBAM certificates. From 01/01/2026, the Commission will be responsible for calculating the price of CBAM certificates for each quarter, will publish it on its website and make it available for authorised CBAM declarants in the dedicated registry. From 01/01/2027, calculation and publication will take place every week.

The second one (2025/2549) concerns the conditions of the status of authorised CBAM declarants, the mandatory status for importers of CBAM-covered goods in the EU. It amends the implementing regulation 2025/486 of 17/03/2025, by aligning the rules to the revised CBAM framework, regarding deadlines, use of digital tools to gather relevant information from national authorities, and the limitation to the period of consultation to 15 calendar days.
