FR / Government: main targets of the draft SNBC 3, a "business plan for the ecological transition"

Guaranteeing energy sovereignty and phasing out fossil fuels; halving territorial emissions (excluding carbon sinks) by 2030 compared with 1990; reducing our final energy consumption: these are three of the eight major strategic objectives of the draft SNBC 3 (Stratégie Nationale Bas Carbone / Low Carbon National Strategy), presented by the French Government on 12/12/2025. The text will be put out to consultation for three months. France's roadmap for reducing its greenhouse gas emissions and increasing its carbon sinks, the SNBC is revised every five years. The SNBC 2 was adopted by decree in April 2020.

The draft SNBC 3 sets the country's next GHG emission ceilings, in line with France's reaffirmed ambition and European targets:
• 2024-2028: 347 Mt per year;
• 2029-2033: 265 Mt per year;
• 2034-2038: 192 Mt per year.
