EU: Council and Parliament to reach provisional deal on recycling requirements for the automotive sector

On 12/12/2025, the Council and Parliament reached a provisional agreement on new EU circularity rules for vehicles. This regulation will repeal and replace the 3R type-approval (Reusability, Recyclability and Recoverability) and End of Life Vehicles (ELV) Directives.

"This provisional agreement marks a significant step towards a circular economy for the European automotive sector. We have succeeded in agreeing on a robust framework that closes loopholes, ensures valuable materials are kept within the EU economy, and curbs the export of polluting, non-roadworthy vehicles to third countries. The new regulation will drive forward innovation in sustainable design and create a stronger, cleaner market for materials and components", declares Magnus Heunicke, Minister for Environment of Denmark.

The agreement, which still needs to be formally adopted by the co-legislators, includes:

• Requirements for vehicle design in order to facilitate the removal of materials, parts, and components to be able to reuse and recycle them;
