EU: publication of the "One Substance One Assessment" legislative train in the OJEU

Improve and streamline the assessment and management of chemical substances of every nature across the European regulations: that was the guiding principle of the One Substance One Assessment approach of the Union, elaborated since november 2019, as one of the objectives of the European Green Deal.

The two regulations and the directive establishing the creation of a common data platform and a clear repartition of roles of the different assessment bodies (in particular the European Chemicals Agency, the European Food Safety Authority, the European Medicines Agency and the European Environment Agency) have been published in the OJEU of 12/12/2025.

The approach responds to long-standing concerns about the complexity of EU chemicals governance. The same substance can be regulated under several legal frameworks, including REACH, CLP, biocides, plant protection products, cosmetics, food contact materials or water legislation.
