European Commission: Approval of Sweden's Social Climate Plan, first one to be submitted

The European Commission approved Sweden's Social Climate Plan, on 11/12/2025, which is the first to be green-lighted under the new Social Fund, the ETS-related fund dedicated to a fair and inclusive clean transition for vulnerable communities. Indeed, carbon pricing on road transportations and domestic fuels, as forecast in the second phase of ETS 2 (postponed until 01/01/2028) will increase energy bills for households in European countries: each country will have to define its own Social Climate Plan, according to its specificities, in order to help its most vulnerable citizens.

In the Swedish case, it will support citizens who are most affected by rising transport costs and struggle to access clean sustainable transport. Specifically, it will benefit low and lower-middle income households residing in 177 rural municipalities and 433 areas (covering around one third of the Swedish population) with limited public transport.

Starting next year until 2032, the Swedish Social Climate Plan will mobilise a total of €532.8 M to offer citizens more affordable access to electric cars. It…
