"We call for a definitive removal of fertilisers out the CBAM scope" (AGPB/ French wheat producers union)

"The solutions put forward today to offset CBAM impact on fertiliser prices would cure a symptom but not the disease! We are heading for a disaster from which many of us will never recover", declared the AGPB on 28/11/2025. On 27/11/2025, a working group bringing together ministerial departments and representatives of the arable farming sector met to discuss the CBAM dossier, which subjects several categories of products imported into the EU, including nitrogen fertilisers, to carbon pricing equivalent to that applied to European manufacturers of these products.

Several farmers' unions have pointed to the additional costs entailed by the implementation of the customs system, effective from 01/01/2026. Annie Genevard, the French Minister for Agriculture, Food and Food Sovereignty, described an "alarming situation" and called for "ways to be found to neutralise the additional cost of fertilisers".

Following this meeting, the AGPB believes that "the ideas put forward by the ministerial teams in charge of the dossier do not in any way respond to the vagueness of this mechanism imposed by…
