FR: "Energy Saving Certificates generated 48% of GHG emissions reduction between 2018 and 2024" (GPCEE)

"Political actors, think tanks and other organisations calling for the abolition of the scheme should be aware that removing ESCs would cause more harm than it would resolve. The criticism of ESCs should end. The public debate should rise to a higher level, without ignoring the need for certain structural reforms", stated Florence Lievyn, President of the GPCEE (Groupement des Professionnels des Certificats d'Energie / Union of Energy Savings Certificates Professionnals), at the presentation of a study on the benefits and co-benefits of the scheme on 26/11/2025.

"ESCs have played a significant role in reducing energy demand between 2018 and 2024. The cumulative energy savings from ESCs in the fourth and fifth periods come mainly from the residential sector (51%), followed by industry (37%) and the tertiary sector (12%). The residential and tertiary sectors are broadly covered by the scheme, while transport and agriculture are much less involved", she added.
