COP30: "Europe's structured negotiations have led to its isolation" (Sébastien Treyer, IDDRI)

"Europe’s bargaining attempt failed because it addressed heterogeneous constituencies. This created the impression that Europe was isolated", declared Sébastien Treyer, Director General of IDDRI, during a debriefing of COP30 organised by the Institute on 26/11/2025.

COP30 was organised in Belém from 10 to 21/11/2025, but the discussions were extended until 22/11/2025. Delegations from 194 countries have agreed on a text that does not explicitly mention the phasing out of fossil fuels. It recalls "the COP28 consensus" but does not detail a timetable, a roadmap or precise objectives.

" The EU presented itself with the intention of playing a leading role within a coalition of ambitious countries. However, the resistance of some oil-producing countries, among others, was too strong, and the geopolitical balance has shifted significantly. Alongside the United Kingdom, the EU has had to go against the tide to reserve a minimum of ambition.
