EU: Publication of a legislative act setting a EU Pollinator Monitoring Scheme (OJEU)

The European Commission published a delegated regulation (2025/2188), on 26/11/2025, setting a EU Pollinator Monitoring Scheme to help Member States reverse the decline of pollinator populations by 2030 - a key target of the Nature Restoration Regulation (NRR).

This common framework guarantees that the annual data collected across all national territories is comparable and reliable, providing a clear picture of progress toward the 2030 target. It also minimises administrative burden on national level, allowing national authorities to focus on implementation and restoration actions.

The methodology implements the main tools and indexes to be used to proceed to pollinators monitoring across Members States. Countings must take place in selected sites of 2 kmx2km, which must be adequately and randomly spread across the country territory: the number of sites vary accordingly to the country surface (there will be 60 counting sites in France, for instance). Four insect populations must be counted, and 15 invasive species must not be counted. Countings must be performed through transect…
