COP30: "The pace remains far too insufficient to meet the urgency of the climate crisis" (M. Chahim, MEP)

Reactions to the "Global Mutirão", the multilateral agreement adopted at the end of the COP30 in Bélem (Brazil), on 22/11/2025, were rarely positive in the EU, except for the European Commission's President, Ursula von der Leyen, who declared that "strong EU efforts helped to secure a deal at COP30."

Civil society organisations were largely disappointed by the outcome of the COP30, and by the role played by the EU in intergovernmental negotiations, accused of not being honest between its declared public ambition and its actions in the negotiation rooms. "Europe cannot claim to defend multilateralism while playing tactical games that undermine trust and weaken ambition", declares Chiara Martinelli, Director at CAN Europe.

Among the European Parliament's delegation to COP30, political divisions remained on the perception of the outcome, but the EPP Chair and the S&D Co-Chair of the delegation agreed on the fact that the multilateral agreement did not go far enough.
