COP30 outcomes: no roadmap to phase-out fossil fuels, a step towards creating a Just Transition Mechanism

On 22/11/2025, the Brazilian Presidency of the COP30 released its "Global Mutirão (Task Force): Uniting humanity in a global mobilization against climate change", representing the official outcomes agreed upon at the Conference of the Parties, which took place in Bélem (Brazil) from 10 to 21/11/2025.

The Parties "strongly reaffirm their commitment to multilateralism and the principles and provisions of the Paris Agreement and resolve to remain united in the pursuit of efforts to achieve the purpose and long-term goals of the Agreement with a view to delivering climate action and support for people and the planet, including holding the increase in the global average temperature to well below 2 °C above pre-industrial levels and pursuing efforts to limit the temperature increase to 1.5 °C above pre-industrial levels."

The roadmap to phase out from fossil-fuels remained out of reach, despite the support of more than 80 countries to conclude a deal. Columbia offered to host the first international conference on Just Transition Away from Fossil Fuels in collaboration with the Netherlands…
