EU: "anchoring renewable fuels in the CO₂ regulation " (32 associations)

32 European associations, including Ufip EM and FuelsEurope, call for the full inclusion of renewable fuels in the CO2 regulations for passenger cars and light vehicles, in a joint declaration addressed to the European Commission and sent to News Tank on 21/11/2025.

The signatories propose five changes for the revision of the CO2 regulations:
• Equal treatment for new and existing vehicles. "Restricting renewable fuels to existing fleets would reduce investment incentives across the chain";
• Introduction of a Carbon Correction Factor reflecting the actual share of renewable fuels in the European mix;
• Recognition of vehicles running exclusively on renewable fuels as zero-emission vehicles;
• Establishment of a legal definition of renewable fuels to provide certainty and support investment;
• Gradual tightening of CO2 reduction requirements for renewable fuels in a continuous and reasonable way.
