OJEU: new harmonised methodology to assess GHG emissions savings of low-carbon fuels

The Commission issued on 21/11/2025 a legally binding EU methodology to calculate the greenhouse gas emissions savings from low-carbon fuels (LCFs) other than recycled carbon fuels. The regulation will enter into force in all EU Member States on 11/12/2025.

Specific formulas are listed within the methodology for the different uses of the low-carbon fuels. Hydrogen is not included in this methodology as "the global warming potential of hydrogen has not yet been determined with the level of precision required, but relevant values should be added as soon as scientific evidence has sufficiently matured", states the regulation. The regulation also states that "the Commission should, as soon as possible, initiate an assessment on the potential introduction of alternative approaches for recognising low-carbon electricity from nuclear power plants, based on adequate criteria. By 30/06/2026, the Commission should launch a public consultation on a draft methodology outlining these criteria".
