EP/ AGRI Committee in favour of Council's CAP simplification proposal

The AGRI Committee adopted the provisional agreement between the Danish Presidency of the Council and the European Parliament negotiators led by André Rodrigues, MEP (S&D, PT), on the CAP simplification package by 34 votes for, 3 votes against, and 1 abstention, on 20/11/2025 in Brussels.

The provisional political agreement, reached on 10/11/2025, aims to reduce the administrative burden on farmers and national authorities by 2026, as well as the number of on-the-spot checks. It maintains the main elements of the proposal presented by the European Commission in May 2025.

"MEPs successfully defended the “once-only” principle for inspections proposed by the Commission, whereby farmers should not have to undergo more than one official on-the-spot check in any given year", declared the European Parliament on 20/11/2025.

MEPs also secured an agreement allowing that land considered arable on 01/01/2026 could maintain this status, even if it has not been ploughed up, tilled, or reseeded, to protect biodiversity while facilitating farmers' labour.
