EUDR: Council in favour of a one-year postponement and a simplification review clause

The Permanent Representatives Committee of the Council decided on 19/11/2025 in Brussels to postpone by one year, to 30/12/2026, the entry into force of the EUDR for medium and large operators.

Member States met to reach an agreement on the Commission proposal presented on 21/10/2025. The Commission had proposed to amend the EUDR, including a six-month grace period without controls for larger operators after the planned entry into force on 01/01/2025. For SMEs, the Commission proposed an entry into force on 30/12/2026.

A majority of Member States endorsed a text close to the German and Austrian positions, which had called on 13/11/2025 for a one-year stop-the-clock mechanism. Under the Council position, the EUDR would therefore apply from 30/12/2026 for medium and large operators, while implementation for SMEs would be extended by six months, with an entry into force on 30/06/2027.The text also includes a simplification review clause allowing the legislation to be reopened for further changes by 30/04/2026.
