Removal of renewal of approval for all active substances proposed as a simplification measure (DG Health)

On 04/11/2025, Olivér Várhelyi, the European Commissioner for Health and Animal Welfare proposed, in a draft simplification package to be presented by the end of the year 2025, to remove systematic periodic renewals of approval for all active substances, except candidates for substitution. Currently, pesticides undergo a periodic revision every 10 to 15 years, which requires manufacturers to regularly provide data to enable the toxicity of their products to be reassessed.

The draft report proposes also to accelerate the access to the EU market for biocontrol substances through provisional authorisation. It includes proposals on simplification of regulatory requirements for biocidal products, feed additives, food hygiene and official controls, as well as other measures to simplify the EU legal framework that applies to food and feed safety.

The report proposed also broader market access for products through simplified and facilitated mutual recognition of authorisations, and strengthened minor uses authorisations.
