Entry into force of the first SAF tax on air travellers in Singapore on 01/10/2026

Air travellers departing from Singapore Changi Airport will pay a SAF (sustainable aviation fuel) levy from 01/10/2026, announced the Civil Aviation Authority of Singapore on 10/10/2025.

This new SAF levy will be applicable for tickets or services sold from 01/04/2026. It will concern all origin-destination passengers, origin-destination cargo shipments, for general as well as business-aviation.

The fuel levy will represent between S$1 and S$41.60 per ticket, based on the distance travelled. For flights with multiple stops, the SAF levy applicable will based on the immediate next destination after departing Singapore.

The amount of the SAF levy is set based on the volume of SAF needed to meet the 1% SAF target for 2026 fixed by CAAS , and the projected price premium of SAF over conventional jet fuel and other associated costs (certification, blending and delivery).

The Changi aircraft operators will collect the SAF levy, and channel it into a statutory SAF fund managed by CAAS. The fund will be used for the purchase of SAF and/or SAF certificates. SAFCo (Singapore Sustainable…
