EUDR: Germany also in favour of a 'stop-the-clock' mechanism for one year

On 13/11/2025, Germany called for a delay to the EUDR entry into force, in line with Austria’s position. In a note dated 31/10/2025, Austria asked the European Commission to introduce a one-year stop-the-clock mechanism for EUDR implementation and to include a risk-based country and region categorisation, with exemptions for areas defined as insignificant risk. On 05/11/2025, at the Environment Council in Brussels, Austria received support from 16 Member States, not including Germany.

“The most important demand, the zero-risk option, is not included in the submitted proposal. The bureaucratic burden remains too high and places an unnecessary burden on companies. The proposal presented today is therefore unacceptable in its current form and needs to be revised. There is no deforestation in Germany; this must be reflected in the regulation. I will continue to insist on the introduction of a zero-risk option in the EUDR, as stipulated in the coalition agreement.
