European Climate Law: MEPs in favour of a 90% reduction target for GHG emissions by 2040

379 MEPs voted in favour of a 90% reduction target for GHG emissions by 2040, compared with 1990 levels, to achieve a climate neutral EU by 2050, 248 voted against, and ten abstained during the plenary session in Brussels on 13/11/2025. Parliament is now ready to start negotiations with Member States on the final shape of the law.

Supported by a near-majority of the S&D, Renew Europe, Greens/EFA and The Left groups, as well as part of the EPP, the text is the same as the one adopted during the ENVI Committee meeting in Brussels on 10/11/2025, with close alignment to the Council position presented on 05/11/2025, in Brussels.

The MEPs supported the Council proposal to postpone by one year the start of the ETS2 (Emissions Trading Scheme) for road transport and buildings. The entry into force will be delayed to 2028. They also supported the revision clause, which includes conditions to protect European competitiveness, to take into account the evolution of energy prices and their repercussions for both businesses and households.
