Simplification of the CAP: provisional agreement between the European Parliament and the Council

A provisional political agreement was reached on 10/11/2025 between the European Parliament and the Council of the EU on the CAP simplification package, the European Commission announced on 11/11/2025.

“The reforms could save up to €1.6Bn annually for farmers and €210M for national administrations,” said the Commission, welcoming the political agreement. The provisional agreement maintains the main elements of the proposal presented by the European Commission in May 2025.

The proposal aimed to:
• reduce the administrative burden on farmers and national authorities, as well as the number of on-the-spot checks;
• strengthen support for small farmers through payments;
• simplify rules for organic farms.The agreement also includes crisis payments for active farmers affected by natural or climatic disasters.
Compromises were reached between the co-legislators on green architecture, support for outermost regions and data interoperability.
