EP: Envi Comittee in favour of a 90% reduction target for emissions by 2040 compared with 1990 levels

At the ENVI Committee meeting in Brussels on 10/11/2025, MEPs adopted the alternative compromise amendment supported by EPP, S&D, Renew and Greens on the report by Ondřej Knotek, MEP (PfE /Czechia) on the European Climate Law. The text was adopted with 55 votes in favour and 32 against.

"For those MEPs who think that the Commission can come with a better proposal, I recommend to vote the rejection. For all those who believe that we do not need climate targets for 2040, I propose that we vote to suspend. And for all the other colleagues who want to speed up the Green Pact and make life more expensive for our citizens, I propose that you vote in favour of the alternative compromise amendment", said Ondřej Knotek, whose group was opposed to this amendment, just before the vote.

The parliamentary compromise on the 2040 climate target proposes, in relation to the Commission's proposal to amend European climate law as follows:

• To raise the contribution cap for international carbon credits from 3% to 5% from 2036;
