Transport emissions: agreement between Council and Parliament on the CountEmissionsEU framework

Parliament and Council reached an agreement on a single methodology for calculating GHG emissions from transport services across the EU on 05/11/2025, in Brussels, an agreement that has been saluted by the Commission.

The CountEmissionsEU framework will provide accurate emissions data, helping transport operators and users to benchmark their services, supporting procurement and investment decisions. It can also help consumers to make informed choices on more sustainable transport and delivery options.It is based on an internationally recognised methodology (ISO 14083:2023, specifically designed to calculate the GHG emissions of transports and supply chains) and will apply to companies that choose to publish emissions from their activities. This maintains a proportionate approach and ensures that all public figures are comparable and trustworthy.

It must help the sector to contribute to the target of cutting transport emissions by 90% by 2050.
