EC: approval of a €700M Spain State aid to support cleantech manufacturing capacity

The European Commission has approved, under EU State Aid rules, a €700M Spanish scheme to support cleantech manufacturing capacity, in line with the Clean Industrial Deal (CID) objectives, on 06/11/2025.

The State aid to the scheme will take the form of direct grants to companies; it may be granted until 31/12/2028. The scheme will be open to companies in the whole territory of Spain that carry out investments that add manufacturing capacity for the production of net-zero technologies such as:
• batteries,
• solar panels,
• wind turbines,
• heat-pumps,
• electrolysers,
• carbon capture usage and storage (CCUS)

The scheme will also be open to companies that produce new or recovered, related critical raw materials required for the final products or main specific components.

The Commission's assessment of the Spanish scheme
