"The European Commission has adopted a package of measures for high-speed rail, based on two principles: competitiveness and sustainability. The aim is to develop an efficient network to bring Europe's capitals closer together by 2040, as it is currently concentrated in France, Spain, Italy and Germany, and remains insufficient in Central Europe", decalred Apóstolos Tzitzikóstas, European Commissioner for Sustainable Transport and Tourism, in Brussels, on 05/11/2025.

Based on the TEN-T network (a pan-European project designed to remove barriers between national transport networks), the aim of the plan is to halve rail journey times between capital cities across Europe by 2025. To achieve this, four sets of measures are planned:
• acceleration and harmonisation of infrastructure;
• establishment of an attractive and competitive regulatory framework for rail services;
• launch of support for the European rail industry to make it competitive, harmonised and innovative
• effective European governance for high-speed rail.
