EU ETS2: ENVI Council to postpone entry into force by one year

Climate and Environment Ministers decided to postpone by one year the start of the ETS2 (Emissions Trading Scheme) for road transport and buildings during the Environment Council on 05/11/2025 in Brussels.

Ministers met to reach an agreement on the European Climate Law, which was adopted with 21 Member States in favour, four against (Poland, Hungary, Czech Republic and Slovakia) and two abstentions (Belgium and Bulgaria). The amendment to the European Climate Law includes a one-year postponement of the ETS2 entry into force, to ensure a smooth transition. The entry into force will be delayed to 2028. It was initially planned for 01/01/2026. The Council therefore followed the request from the Czech Republic, which had asked in June 2025 to postpone ETS2 to 2028.
