EU/ Envi Council: Adoption of the European Climate Law amendment and European NDC

The Environmental Council unanimously adopted the NDC of the European Union for the COP30, and reached an agreement on the European Climate Law on the morning of 05/11/2025, in Brussels.

21 Member States voted for the 2040 climate target, 4 voted against (Poland, Hungary, the Czech Republic and Slovakia) and two abstained (Belgium and Bulgaria).

On NDC, Climate and Environment Ministers adopted the NDC as presented by the Danish Presidency, which set a figure of between 66.25% and 72.5% reduction in emissions by 2035.

“The worst disaster that could happen is that we don't have an NDC to present in Belém. We are firmly committed to reaching an agreement », had declared Monique Barbut, French Minister for the Ecological Transition, Biodiversity and International Negotiations on Climate and Nature, at the beginning of the Council, on 04/11/2025.
