Netherlands: no bids submitted for 1 GW offshore wind power call for tender

The tender for the Dutch Nederwiek I-A offshore wind farm, with a planned capacity of 1 GW, has closed without any applications, declared Sophie Hermans, the country's Minister for Climate and Green Growth, in a letter dated 30/10/2025.

Since 2018, the Netherlands has been awarding its offshore wind farms without subsidies, and some developers are paying a financial contribution to the State.

"The situation in the European market has changed significantly: development costs have risen and the decarbonisation of the industry, in particular, is progressing more slowly than expected. As a result, it has become more difficult for wind developers to secure long-term power purchase agreements (PPAs) with guaranteed prices and volumes in advance. This is reducing their willingness to invest", according to Sophie Hermans.
