EU: €42 Bn mobilised in 2024 to support developing countries' adaptation to climate change (Eurostat)

€31.7Bn in public funding mobilised from the EU and its Member States’ public sources, and a further €11Bn mobilised from private finance to support developing countries adaptation to climate change : these are the main international climate finance figures of the European Union in 2024, published by the Council of the EU on 27/10/2025.

These figures draw on data compiled by the European Commission in response to the Council's request for an overview of international climate finance flows from the EU (including those in Member States and the EIB) ahead of COP30. This conference will be held in Belém, Brazil, from 10 to 21 November 2025.

The main issues expected to be discussed at COP30 include how to scale up financing, particularly in terms of support for developing countries. A report on how to scale up finance to reach the targets will also be shared at COP30.
