FR: credible results and measures for a 40% reduction of GHG emissions by 2030 in France (Conseil d'État)

"The measures taken by the Government make it possible to consider that the objective of reducing greenhouse gas emissions (GHG) by -40% between 1990 and 2030 has been achieved", states the French Conseil d'État in a decision handed down on 24/10/2025. The authority considers that the interim targets for the period 2019-2015 have been met, and that the measures taken up to 31/12/2023 should make it possible to achieve -39.5% by 2030 and should be backed up by additional measures adopted since 2024.

The matter was referred to the Conseil d'État by the town of Grande-Synthe (Nord department) and three NGOs (Notre affaire à tous, Oxfam France and Greenpeace France). In July 2021, the Conseil d'État ordered the Government to take all measures to achieve the target of reducing greenhouse gas emissions by 40% by 2030 compared with their 1990 levels by 31/03/2022.
