Omnibus 1 / CSRD and CS3D: negotiating mandate of the European Parliament rejected by a majority of MEPs

MEPs rejected the mandate to enter interinstitutional negotiations on the Omnibus I concerning due diligence requirements of companies, on 22/10/2025 in Strasbourg. The vote by secret ballot resulted in 318 MEPs rejecting the mandate, 309 in favour of it, and 34 abstentions. MEPs will now vote on amendments to the file at the upcoming plenary session in Brussels on 13/11/2025.

The compromise text of the EPP, S&D, and Renew group on the Sustainability Omnibus, reached on 08/10/2025, was adopted in the JURI Committee on 13/10/2025. It should have entered into interinstitutional negotiations on 24/10/2025, announced its rapporteur, Jörgen Warborn (EPP, Sweden), before the vote. However, several MEPs asked for a Plenary vote before entering into interinstitutional negotiations, including the Left group, Greens/EFA, PfE, ECR, ESN, and individuals.
