EC / ETS 2: measures proposed by the Commission to address concerns expressed by Members States

Woepke Hoekstra, Commisioner For Climate, Net Zero and Clean Growth, announced, during the ENVI council of 21/10/2025, a set of measures related to concerns expressed by the Members States about ETS 2. Indeed, as the entry into force of this directive, scheduled for 01/01/2026, nears, concerns rise among Members States about its impact, which places road transport and buildings (heating) under the Emissions Trading Schemes (ETS), and will foreseeably induce higher oil and domestic fuels prices for European households.
The Czech Republic, joined by 18 other countries, issued a letter on the subject in june 2025, asking for a ETS2 postponement to 2028. Cyprus, joined by other countries, also circulated a letter prior to the Envi Council in october 2025, asking for a postponement to 2030.
