"The first condition for market recovery would be stability in public subsidies. Constant changes, which create uncertainty and discourage both consumers and professionals, should be avoided", Thomas Barquin, senior consultant and head of research on heating decarbonisation at LCP Delta, told News Tank on 16/10/2025.

According to the Observatoire national de la rénovation énergétique (French observatory of energy housing renovation), four million single-family homes in France are equipped with a heat pump. In April 2024, the French government announced an action plan to produce 1 million heat pumps in France by 2027.

"The drop started in 2023 and became even sharper in 2024, with an overall market decline of around 25% across all product types. There are several reasons for this. The market has suffered from the crisis in new housing construction, where heat pumps are most commonly installed.
