EC: 'Resilience by design' at the heart of the future integrated framework for climate resilience

Wopke Hoekstra, European Commissioner for Climate, Net Zero and Clean Growth, announces a new integrated framework for climate resilience and risk management during the EU Covenant of Mayors Ceremony in Brussels, on 16/10/2025.

Wopke Hoekstra, in a video message, higlights the need of multi-level governance in those subjects, both from governments and European Union. Thus, the European Commission is developing a new integrated framework for climate resilience and risk management that is foreseen for the end of 2026. Its aims to align efforts on resilience across the EU at European, national and local levels.

«We began by hearing from a wide range of individuals and businesses to inform the preparation of our new framework. We identified the need for more common climate scenarios because decisions can differ significantly across state, regional or community borders.
