EU / Envi Council: Discussions on adjustment measures on the EU position ahead of COP30

At the next Environment Council, due to take place in Luxembourg on 21/10/2025, the European Environment Ministers will have to agree on adjustments proposed by the Danish Presidency of the Council in the latest compromise version dated 13/10/2025 presenting the EU's position with a view to COP30 in Belém, Brazil. The conclusions were due to be validated by the Member States' ambassadors to the EU (Coreper I) at their meeting on 15/10/2025, but they decided to refer the document to ministerial level.

The text comprises three revisions, taking into account Member States' comments on the text, examined by the Member States' ambassadors to the EU (Coreper I) at their meeting on 08/10/2025, as follows:

• An adjustment concerning the reference to carbon pricing instruments, presented in it as 'among' the most efficient and cost-effective way to reduce emissions.

• An alignment with the wording agreed in the COP29 2024 Council conclusions on energy transition, which, amongst other, highlight the need to accelerate industry decarbonisation and to avoid emission lock-ins in hard to abate…
