EU / Council: call for NDCs submission and reminder of NCQG objectives before COP30 in Bélem (Brazil)

A call to all countries to submit NDCs by COP30, as well as a call on all actors to scale up climate finance to reach the 2035 inital target of $300 Bn as set in the NCQG (New Collective Quantified Goal): these are the main conclusions and calls for actions following the Ecofin meeting of Member States, at the Council on 10/10/2025.

To intensify climate finance, the Council delivered calls to countries and private actors prior to COP30 in Bélem (Brazil) and outlined instruments that could fill the funding gap, including carbon pricing, levies for implementing climate action, and net-zero environmental incentives.

The Council highlighted "the urgent need to unlock more private capital for climate action, and its role in accelerating the necessary investments in the green transition of all economies, which require enabling environments at all levels, including macro-economic, fiscal, and financial policies and instruments." It also outlined that public finance, including concessional public finance and export credit support, plays a catalytic role to unlock private flows.
