EIB: 2026-2030 Climate Roadmap and list of excluded activities shifting away from 1.5°c Paris goal

"All projects financed by the EIB Group are in line with the Paris Climate Agreement, as pledged in our Climate Bank Roadmap. Almost 60% of the EIB Group’s annual financing supports projects directly contributing to climate change mitigation, adaptation, and a healthier environment", declares the European Investment Bank on 07/10/2025.

Yet, the degree to which this affirmation applies to its investment and excluded activities has shifted from 2020 to 2025, following the shift of the other EU institutions' political directions on environmental and climate issues, prioritizing simplification and competitiveness.

In its Global Impact Report for 2024-2025, released on 30/06/2025, the EIB expressed this shift as follows: "In 2024, EIB Global initiated a new strategic orientation to ensure it continues to align with EU needs and priorities.
