"The reduction of greenhouse gas emissions, competitiveness and energy security require not only a massive development of mature renewable technologies, such as wind and solar energy, but also the development of new or emerging sectors and clean technologies, new nuclear technologies (such as SMR and fusion), low-carbon gases (such as biogas or hydrogen), renewable fuels for heating and transport", states the EIB in its guidelines for the energy sector, published on 03/10/2025.

The document sets out the Bank's strategic direction for energy-related financing activities, in line with its climate roadmap for the 2026-2030 phase. The EIB has stopped financing projects linked to non-decarbonised fossil fuels since 2019 and the institution has increased its financing for energy infrastructure from €15bn in 2019 to €31bn in 2024.
