EU / Council: formal adoption of the regulation simplifying CBAM

The Council of the European Union adopts the Regulation to simplify and strengthen the EU's carbon borders adjustment mechanism (CBAM), as part of the "Omnibus I" legislative package proposed by the European Commission on 26/02/2025, it announced on 29/09/2025. A political agreement had already been reached by the Council and the European Parliament on the CBAM simplification proposals on 18/06/2025.

The Regulation aims to simplify the CBAM Regulation and improve compliance with it in a cost-effective manner. The main objective is to reduce the regulatory and administrative burden and compliance costs for EU businesses, particularly SMEs.

" If we want to make a success of the ecological transition and boost Europe's competitiveness at the same time, we need to reduce unnecessary burdens. This is precisely what this instrument does: it makes life easier for European businesses while maintaining our climate ambitions", said Marie Bjerre, Danish Minister for European Affairs, on 29/09/2025.
