EU / Soil monitoring law: Council to formally adopt its position, Parliament's vote on 20/10/2025

"The Council formally adopted the Soil monitoring directive today, establishing the first EU-wide framework for assessing and monitoring soils, with the overarching aspirational goal of achieving healthy soils across Europe by 2050. This directive is a key step towards healthier and more resilient soils, which are vital for food security, clean water, and the environment", declares the Council on 29/09/2025.

The Soil monitoring law, proposed by the Commission in July 2023, aims to have all soils across the EU in a healthy condition by 2050. 60-70% of soils are currently degraded, according to the EEA 2025 report, published on 29/09/2025.

The original proposal text of the Commission included:

• Measures to monitor and assess soil health;
• Sustainable soil management;
• Remediation of contaminated sites and creation of a national publicly accessible register of (potentially) contaminated sites;
• Requirement for Member States to regularly monitor soil health and land take to perform soil health assessments at least every 5 years.
