"Faced with the huge proliferation of agrivoltaic projects, we wanted to establish a framework with a simple aim: to preserve Normandy's agricultural potential. We have drawn up a guide that will serve as our benchmark for assessing agrivoltaic projects. Most of France's agricultural potential in 20 or 30 years' time will be in north-western France, including Normandy. We need to protect it so that we don't end up with fields transformed into photovoltaic panels", declared Hervé Morin, President of the Normandy Region, on 22/09/2025.

He was presenting Normandy's policy in favour of the controlled development of agrivoltaics and ground-based photovoltaics, in the presence of Sébastien Windsor, President of the Normandy Chambers of Agriculture, Clotilde Eudier, Vice-President of the Normandy Region, responsible for agriculture, fisheries and forestry, and Jean-Yves Heurtin, President of the Calvados Chamber of Agriculture.
