2030 climate targets: court hearing after CAN Europe and GLAN file legal case against the Commission

"The current national targets fail to align with environmental and human rights standards. We demand that the Commission takes all necessary steps to rectify the contravention of the environmental law, resulting in increased efforts to cut GHG emissions by 2030 beyond the currently enshrined targets", declares CAN Europe and GLAN ahead of the public hearing in the EU General Court in Luxembourg, on 24/09/2025.

GLAN (Global Legal Action Network) and CAN (Climate Action Network) Europe, filed a case against the European Commission to revise its GHG emissions allocations for the 2021-2031 time period. Set under the ESR (Effort Sharing Regulation), the Commission's annual emissions allocations, adopted in 2023, planned a 55% GHG emissions reduction target by 2030 compared to 1990 levels and a 40% reduction target in aggregate, as part of the effort sharing sector.

Applicants argue the Commission failed to:

• Assess what reductions are required globally to hold warming to 1.5°C, the target of the Paris Agreement, even though it had an obligation to do so;
• Determine the EU’s fair share…
