EP: votes on CBAM simplification, Waste Framework Directive and circularity in the automotive sector

New rules to reduce food and textile waste, new circularity requirements for vehicles and simplification of the CBAM rules; these are the main legislative texts relating to transition that were adopted by the European Parliament during its Plenary session in Strasbourg on 9 and 10/09/2025.

The simplification of the CBAM regulation was adopted with a vast majority of 617 votes, 18 against, and 19 abstentions.

MEPs voted in favor of EPR (extended producer responsibility), through their adoption of the Waste Framework Directive and the Circularity requirements for vehicle design and management of ELV (End of Life Vehicles).

The Waste Framework Directive regarding textiles and food waste was approved without a vote, as it was a second reading vote and corresponds to the trilogue agreement of 18/02/2025.

The position of the Parliament regarding circularity rules in the automotive sector was adopted on 09/09/2025 by 431 votes, 145 against, and 76 abstentions. The Council adopted its position on 17/06/2025. Interinstitutional negotiations can now start.
