CAP post-2027: "Climate and environment protection shift from conditionnality to incentives"(Commission)

"Environmental protection and climate action remain central, but the approach will shift from prescriptive conditions to rewarding positive actions", says the European Commission on 23/07/2025.

The Commission detailed its proposition for the CAP post-2027 and its financing through the restructuring of the MFF (Multi-Financial Framework) for 2028-2034, on 23/07/2025, a week after the announcement of the future MFF made by Ursula von der Leyen in Brussels.

The main elements of the financing of the new CAP are:

• €300 B for farmers' income support;
• €6.3 B as a crisis reserve for farmers, called the Unity Safe Net;
• €450 B for cohesion, rural development and fishing communities under the new NRP fund, a global envelope of €865 B;
• €175 B for the Horizon Programme, which funds innovation in agriculture, health, the bioeconomy and biotech;
• Up to €200.000 to support farms shifting to more sustainable models through a 'transition payment'.

Following the Commission's proposal, the European Parliament and Council need to approve the MFF for 2028-2034. It will come into effect on 01/01/2028…
