MFF: "Climate spending welcome, budget not large enough"(Greens), "No to 27 separate shopping lists"(EPP)

The budget of the CAP, the Cohesion Fund, the Competitiveness Fund, the difficulty of reaching common goals with a renationalisation of the EU funds and the 35% for climate resilience and environmental spending were part of the key concerns outlined by political groups of the European Parliament on 16/07/2025.

After the announcement of the MFF from 2028 to 2034 by the European Commission on 16/07/2025, political groups of the European Parliament released press statements, except for the PfE and ESN.

The future MFF has five key pillars:

• National and regional partnership plans (€ 865 B)
• European Competitiveness Fund (€ 410 B)
• European external instrument (€ 200 B)
• Crisis mechanism (up to almost € 400 B)
• EU's new own sources for funding

The opinion of the EP is crucial for the MFF's adoption, as the Council of the EU cannot adopt the MFF without the Parliament's approval. The Council needs to adopt the MFF unanimously before it can enter into force. An agreement between the Council and Parliament must be found before the end of the current MFF, on 31/12/2027.
