Climate change: "No additional resources to finance the Pnacc 3" (Tristan Lahais & Eva Sas, French MPs)

'There is an urgent need to equip ourselves to act in order to truly prepare the country for climate disruption. The 52 measures in the PNACC 3 (Pllan National d'Action face au Changement Climatique) should have been priced, funded and programmed over several years. However, apart from the redeployment of existing resources (the so-called French "Barnier Fund" and "Green Fund"), the rapporteurs have not identified any additional resources to finance PNACC 3 or cover the costs of priority measures', according to the information report presented by Tristan Lahais and Eva Sas, deputies of the Ecologist and Social Group, at the National Assembly on 02/07/2025.

This report, drawn up on behalf of the Finance Committee of the Assemblée nationale, focuses on the resources devoted to adapting to climate change. It points out that it is "unthinkable" to implement the Pnacc with the same resources, and that the needs for Pnacc 3 have been estimated at an additional €2.3bn per year by French think-tank I4CE.
